Given Italy's debt problems, I can come up with one area where Rome saves money and one area where no money is spent. The budget for stop signs has to be zero because they are nowhere to be found. Most intersections are go when you can. Major intersections with buildings on both sides, no visibility. No stop sign. This would lead to chaos in the US. Which makes crossing the street a little difficult when there are always cars coming.
And an area where the Romans lose a ton of revenue is in imposing a cost on parking. Cars and mopeds are parked everywhere, but theres not a meter in sight. Every little piece of available space is taken up by cars, mopeds, trucks. Even up on the sidewalk. They have to lose millions by not charging for parking and then finding people that are parked illegally.
Then there are the guys selling stuff on the street. There must be like 5 products that these people think are must have for all the tourists:
- Knockoff purses - Gucci, whoever else has nice purses. There are different guys every block with purses laid out on the sidewalk.
- Little acetate cubes with the different sites on the inside.
- Miniature camera tripods - guys are selling these on every block, and they are the same ones on every block. And they are only like 3" tall. Who uses these things?
- Buzzing helicopter type disc things that guys shoot up in the air in large crowds
- Ball of slime that guys throw down onto a wooden board. It flattens out when it hits the board then after a few seconds it reforms into its original shape.
